Not a member? Service owners, managers, and community organisations may apply to join as a service provider.
It is prestigious to belong to the OECE. Membership is usually by invitation. Online applications can be made if you think your service meets the criteria. To be a member a service must have as its first priority a focus on being high-quality for children and families. It must also agree to follow the standards in the Code of Conduct for ECE Services.
Running a parent survey when you want to do one is simple – we handle it for you and provide you with a confidential copy of the results. We will also cover the cost of the survey.
Promoting your service online to parents is taken care of. The OECE has partnered with the My ECE website and the ECE Parents’ Council Aotearoa to give members free advertising for their service. For details directly contact My ECE

We will make running a staff survey simple for you. You can use our specially designed survey. We collect the results and will provide you with a confidential report of the findings. (50% discount available to service provider members).
Did you know that the OECE meets personally and regularly with the Ministry of Education national team, and the regulations committee and other forums?
Political leaders and journalists are able to use the OECE to gain deeper knowledge on a topic or issue, and we provide a sounding board for ideas and feedback.

The FamilyBoost initiative signalled a long-awaited potential shift in government policy on focusing ECE funding on benefitting families, instead of payment to service providers.
However, it has not met expectations, with fewer families applying and fewer families getting the maximum $75-a-week ECE rebate than was forecast.
Data from the Consumer Price Index shows that FamilyBoost has not immediately reduced the financial burden on families who use ECE services.
In February 2025 the OECE wrote:
“Plainly, some ECEs are taking the opportunity to increase their underlying charges because people’s ability to pay higher charges has improved due to the rebate.
Initially, I set out to write a straightforward description of the Early Childhood Advisory Committee (ECAC). I reviewed newsletters, clippings, quotes, and documents relating to ECAC since its inception in 2009. The topic has often come up in conversations with colleagues, including those who have served on the committee. I also examined Ministry of Education responses to Official Information Act requests: September 2024 (OIA 1335686) and October 2020 (OIA 1243402).
As I began compiling the information, it became clear that ECAC is far more complex than it first appears.
I uncovered details that many in the early childhood education (ECE) sector likely do not know—risks that may even be unknown to some government ministers.
Importantly, ECAC members are under no obligation to look beyond the interests of their own businesses or service types. There is no requirement to consider the broader needs of the sector or the rights and interests of children.
The Ministry of Education has also confirmed that it does not know which licensed services are represented on ECAC, nor how many are excluded.
It has stated that it does not hold this information.
