The ECE funding system has developed in an ad-hoc way over the last three to four decades. Depending on your age, you may recall that childcare centres and home-based ECE used to operate on no public funding!
Today, ECE has become a big industry that is dependent on state subsidies. However, funding decisions rarely place the interests of children at the centre. Placing the interests of children at the centre of all funding decisions would, among other things, mean enabling parents to choose to use ECE for childcare or not. It would also mean providing universal access to fully funded high-quality education for at least a year or two before children start school.
