The list of early childhood services that received a licence downgrade or were closed by the Ministry of Education in 2018 shows that in many cases the Education Review Office (ERO) did not identify problems, but the Ministry of Education did as a result of receiving a complaint or a serious injury resulting in a child being hospitalised, and vice versa. The Ministry of Education is the regulatory body responsible for enforcing compliance with regulatory requirements and not ERO.

Licensing information and breaches is public information. Every ECE service must prominently display its licence and any conditions placed on it for parents/ caregivers and visitors to read and check.
