Early childhood education financial and money matters

Below you will see the funding rates that apply to the various types of early childhood services.

  • All-day centres – full pay parity funding rates
    • Centres and hospital-based services that are not under kindergarten assocations
    • Kindergarten associations
  • All day centres – partial pay parity (1 step, or 6 steps, or extended) funding rates
  • Sessional licensed centres and hospital-based – full and partial pay parity funding rates
  • Te Kōhanga Reo
  • Home-based
  • Playcentre

There are also Funding Tables showing the amounts paid in:

  • Equity funding grants
  • Targeted funding grants

The government subsidises up to 30 hours per week of education and care per child. Part of the 30 hours may include the higher 20 Hour ECE funding should the child be eligible.

All-day centres – FULL pay parity funding rates

The Government’s announcement as part of Budget 2023 was that funding rates for full pay parity would be the same for all teacher-led centres and hospital-based services as kindergarten associations are paid. This turned out not to be 100% true as you will see below in the funding rate tables for full pay parity.

Homebased ECE funding

Home-based services are required to employ a person responsible/ co-ordinator for every 50 children who is ECE qualified and holds a current practising certificate.  A service licenced for 51 children must have 2 qualified and certificated teachers.  There are no funding rates linked to a requirement to pay teachers at any rate on the base teacher pay scale.
